The Wasp Beetle (Clytus arietis) so-named because at first glance it looks like a wasp, but a closer look reveals that it actually a long-horned beetle - recognized by its very long antennae and other beetle characteristics such as its hard, shield-like forewings.  It is completely unrelated to wasps and bees and is harmless. 

The Wasp Beetle feeds on pollen and nectar, while the larvae feeds on wood.  It is found across Europe and into Russia and Asia Minor.
